One thing that will help with your promotion is emailing attendees of previous events.

The HTML authoring interface is primitive, but it's still worth doing.

You’ll need to create, use, and update an email list of previous attendees to make this work.

You start by searching for and adding previous event attendees for your city, then updating manually as needed, at least before each event before sending the reminder to attend.

How to do this

Here’s the official Eventbrite instructions: https://www.eventbrite.com/support/articles/en_US/How_To/how-to-create-a-subscriber-list?lg=en_US

Our quick version:

Once you're editing your event, you can choose the Marketing>Email Invitations in the sidebar, then begin drafting an email.

Click the Continue button at any time to get to the recipient page where you can search for your city's list, then edit that list, or create one if there is no pre-existing list.

From here you can search for previous events to add attendees. It's an unintuitive experience with poor UI where you type "Las Vegas" in search - not typing Return - just selecting from the pop-up of results, which adds to your set without showing you. Again, it's terrible, but it works.

Once you've done this, then adding new attendees next time is easier. The good part is you can experiment with your own list without worry you'll mess anything up.

Also, Eventbrite's interface can be obtuse and also not always function perfectly. For example, it may allow you to select attendees of multiple past events to add but then may give error messages when you try to add them to a list, until you realize you need to only add like 50-100 per attempt so it doesn't error. So - empathy for everyone who goes through this.
